Industry New Zealand Establishment Unit, later NZ Trade and Enterprise:
Established and managed a portfolio of fast growing businesses, while assisting with the development of internal policies and structures. The role involved understanding for each business the fundamental business case and constraints on growth, then assisting to remove these, using central government, regional and private sector resources.
Represented Treasury in the negotiation and commercial sale to the present Maori landowners of the Crown's interest in leased forests, planted by the State on Maori land. The total value of these forest sales was around $300 million. Restructured the debt of Taitokerau Forests Ltd and negotiated an additional advance to the company from the Crown of $11 million. Acted as a Crown witness in a commercial arbitration with Ngati Tuwharetoa over the review of forest rentals.
Office of Treaty Settlements:
Acted as an expert witness in leases and land rentals, and on the Crown's behalf submitted evidence at the hearings for the Treaty claim on Tarawera Forests Ltd (WAI 411).
Ministry of Agriculture and Forestry:
Researched archive files from the original NZ Forest Service related to Maori lease forests, Kaingaroa Forest and other commercial issues and established a searchable database of documents containing specific details for each of the Maori leases. Researched and reported on archive files in relation to a civil claim by Tongariro Timber Ltd over the State termination of its cutting rights to indigenous forests.
Consolidated Mining Ltd:
Researched, developed and edited a prospectus for a public share offering in a goldfields exploration project.
