The Log Transport Safety Council and Forest Owners Association are concerned about the number of incidents over the last 2 years where experienced Log Truck drivers have received severe lost time injuries whilst either twitching/ raking down their load or releasing the twitch/rake in the loading / unloading phase.

Explosive release of the twitch handle – twitch handle contact with head / eyes

Sudden release of chain – while tensioning causing drivers to fall off-balance and into contact with the truck or twist / break ankle / legs..Critical learning’s from these incidents:1.    Check chains & twitch for signs of wear & damage and replace damaged equipment immediately.
2.    Do not use anything other than an approved twitch pipe
3.    Do not over tension or swing on the twitch pipe – use 1-arm only
4.    Do not allow the head to get into the path of a released twitch / twitch pipeAs a professional driver you will be stopping and checking your load restraints before you enter the highway – at which point they may need a minor adjustment to allow for any settling of the load during the trip out to the forest gate? The Council is still concerned that there are still reports of drivers using unapproved twitch bars and that drivers are still over tensioning “Loads do not have to tensioned until the juice is running out of the logs!”Mudguards on Logging trucks:The LTSC are working with NZTA on a solution to this issue, the Council still believes that we should be exempt from having mudguards fitted to Log trucks if in the opinion of the operator operating conditions makes the use of mudguards difficult. A copy of the change to the VIRM issued to Testing Stations by NZTA is below.The NZTA would like to clarify the requirements for mudguards on logging vehicles as at 26 October 2010;1.    All logging trucks must have full guards on all steering axles 2.    And at least quarter guards with mud flaps behind the rear drive axles.3.    All logging trailers must have at least full height mud flaps behind the rear axle.These requirements are to ensure that logging vehicles meet minimum safety requirements – as belowLTSC, and the NZTA will work to confirm the mudguard requirements for dedicated logging vehicles. These ongoing requirements will be confirmed by 30 April 2011.

Fit for the Road Program:

A new shorter program of 4 months duration will now be run on a region by region basis, with Northland kicking off with 25 drivers taking part.

The East Coast / Gisborne area will be the next area to start in the New Year.

If you would like more details on the program please contact the Secretary.Load Security Trial:As part of the effort of reducing the number of injuries driver suffer from throwing chains,  LTSC trailed the use of a rope used in the Marine Industry (Dynex rope), Unfortunately for our Industry this rope lost 2/3rds of its strength after 6 months use?!? We are still working on this, the use of webbing because of the amount of stretch is currently not an option.SRT measurement:The Council is preparing a report for the NZTA on measuring loads of logs that better reflects the conditions we operate in, our loads are not flat or the logs round like pipes. Once agreement has been reached the information will be circulated to members.Day Running lights:TERNZ has completed a report for the Industry which shows that day running lights are a good option for our Industry and that they are more cost effective than using headlights. The Council will be discussing the report with representatives of the Forest Owners to get agreement on the use of these.

Pro Forma Vehicles:

The Council has applied to have a new 22.3 metre vehicle approved as HPMV. The issue for the Industry is the amount of rear overhang required to suit longer loads on our trailers.We still have the current 22 metre rule available to the Industry.Incident database:The Forest Industry is still experiencing rollovers on a regular basis - Monday and Tuesday are still the worst days of the week for rollovers.TERNZ have been engaged to undertake work on seeing if there are any correlations to weekend sleep patterns for drivers and the high incidence of rollovers early in the week.They are currently analysing sleep diaries from the drivers who took part in the trial and this will be available in mid November. The Council will look to see what information can be sent to operators and drivers which may educate and advise all parties involved in the transport operation to help eliminate a lot of these incidents.

22 metre permits:

Engine Brakes:The 0800 system is getting alot of calls in relation to drivers using their engine brakes in built up areas as well early in the mornings in rural areas, most complainants say the trucks are empty, please have consideration for others, and only use the engine brakes to ensure your safety in these areas.
